Where the Complaint Record Has Fallen
We hold monthly 311 complaint counts for every street in the city back to 2010, and that record can say something the score alone cannot: whether a block is logging fewer complaints now than it used to log itself.
Read it as a record of the past, not a direction of travel. It is not a forecast, and no page on this site publishes a direction for a street. On the seven blocks in the table below, the last two years ran below every single year from 2019 through 2023, and by a wide margin against their own median year. That test is deliberately strict: it excludes the many streets whose recent numbers only look good next to one bad pandemic year.
The context makes it sharper. Across the whole city, complaint volume over those same two years ran about 21 percent above the 2019 to 2023 average. These seven blocks fell while citywide volume rose.
Seabury Street in Elmhurst is the steepest, down 72 percent against its own median year. It grades 59, with quiet at 82 and traffic safety at 5, the column holding it down. Luquer Street in Carroll Gardens grades 60 and has fallen every year since 2021. Blackstone Avenue in Riverdale grades 67 with cleanliness at 99. 269th Street is in Glen Oaks, on the Queens side of 11040, a ZIP code the post office otherwise shares with Nassau County.
None of that makes these blocks likely to get better. A complaint count is a record of what neighbors reported, and it can fall because a landlord got replaced, a bar closed, a construction site finished, or simply because the people who used to call moved away. It is a fact about the past two years and nothing more.
