Brooklyn averages 53 to the Bronx's 47 on our livability score, and the separation is almost entirely one column: quietness, where Brooklyn scores 51 and the Bronx 34, the lowest quiet average in the city.
The other columns barely move the verdict. Traffic safety is a tie at 49 apiece. Cleanliness goes to the Bronx by three points, the only dimension on this page it wins outright.
What Each Borough Calls 311 About
The complaint logs read like different cities. Brooklyn's most-filed 311 type is illegal parking, by a wide margin over everything else. The Bronx's is residential noise, and the Bronx files more of it than any other borough.
Scores count 311 complaints, HPD violations, and NYPD crash records against the people who live on a street, add what that street reaches on foot, and rank it against streets of the same kind. Updated weekly.
That difference is useful when you are apartment hunting. In Brooklyn the dominant irritant is what happens to the curb. In the Bronx it is what comes through the wall, and it is the reason the quietness column reads the way it does.
The Renter's Ledger
Both boroughs carry heavy housing loads. The Bronx and Brooklyn hold the two largest HPD violation ledgers in the city, well ahead of the other three boroughs, and in the Bronx that shows up in the housing column as the weakest reading any borough posts on any dimension.
Ocean Avenue in Brooklyn is the instructive case. It logs north of 14,000 complaints, one of the heaviest ledgers in Brooklyn, and it still scores mid-table, because more than 16,000 homes sit along it. Volume alone stopped being a verdict when the denominator changed. The housing column, which counts violations against those same homes, is the one that still bites.
Thin at the Top, Both of Them
Neither borough has much of a ceiling. Brooklyn's best streets reach the mid 80s and the Bronx's top out just below that, and between them the two boroughs account for a small fraction of the city's A grades. The spread inside each borough is far wider than the six points between them.
So do not choose a borough. Pull up the two streets you are actually deciding between and compare them directly.
