Two facts about the Bronx pull in opposite directions. At the same time it posts the lowest quietness average in the city, because it files more residential-noise reports than anywhere else, and the lowest housing average of any borough on any dimension, at 28, counted from HPD violations per home. That combination is why the borough average, 47, is a poor guide to any particular Bronx street.
