Our quietness score counts 311 noise reports of every type against the number of people on a street, then ranks each street against others of the same kind, so a quiet avenue is judged against avenues rather than against cul-de-sacs. Readings run the full width of the scale, from zero to 100. Staten Island holds more of the city's 200 quietest streets than any other borough, with Brooklyn and Queens behind it, while the Bronx posts the lowest quietness average of the five.
