Manhattan posts the highest borough average in our data, 64, and it is not a close race: the next borough sits eleven points behind. Roughly three quarters of every A-graded street in the city is in Manhattan, and they cluster tightly, in Battery Park City, on the East Side above 60th, and in the West Village. East 72nd Street at 93 is the highest reading on the site outside the single-development blocks, with South End Avenue in Battery Park City, four buildings holding more than two thousand homes, above it at 95. What earns those numbers is not calm. Manhattan's quietness average is the second-lowest of the five boroughs, ahead of only the Bronx. What it has is scale in the denominator, since a complaint on a street of 26,000 homes counts differently from one on a block of forty, and the best access readings in the city by a distance.
